BADUNG (24/9) — The Class I Special Immigration Office TPI Ngurah Rai held a Socialization Event on Optimizing International Passenger Services through the All Indonesia Application and Electronic Visa on Arrival (E-VOA). The event took place at Hilton Garden Inn Bali on Wednesday, September 24, 2025, attended by Technical Implementation Units of the Directorate General of Immigration Bali, Ngurah Rai Customs, Quarantine Office, Angkasa Pura Indonesia, Airport Authority Region IV, Bali Provincial Tourism Office, Bali Tourism Board, ASITA Bali, HPI Bali, ground handling operators, as well as several international airlines operating at I Gusti Ngurah Rai International Airport.
The event was officially opened by the Head of the Class I Special Immigration Office TPI Ngurah Rai, Winarko. In his remarks, he emphasized that digital transformation in public services is inevitable in line with increasing global mobility. According to him, the All Indonesia application marks an important milestone in the modernization of services at I Gusti Ngurah Rai International Airport. “All Indonesia is a form of synergy between Immigration, Customs, Health, and Quarantine. Its purpose is to create an integrated inspection system that is efficient, transparent, and digital-based,” he stressed.
The socialization and discussion session was moderated by Ferry Tri Ardhiansyah, Head of the Information and Communication Technology Division at Ngurah Rai Immigration Office. The speakers then presented material related to the implementation of All Indonesia and E-VOA.
From the customs perspective, Bowo Pramoedito, Head of Outreach and Information Services at Ngurah Rai Customs Office, stated that the usage rate of the All Indonesia application has reached nearly 90%. Most forms are filled out at the departure airport, although some passengers still complete them upon arrival in Bali. He highlighted the need for airline support ahead of the mandatory barcode rule taking effect on October 1, 2025.
Next, Gde Oki Rizky Aryandhika Heris, Head of Immigration Checkpoint Division at Ngurah Rai Immigration Office, explained that the All Indonesia application functions as an integrated platform combining immigration, customs, health, and quarantine reporting. “The entire arrival process can be completed through a single application accessible via web or mobile, making it faster, more practical, and transparent,” he explained.
The final presentation was delivered by Mohammad Zulfikar, Legal Analyst of the Directorate of Visa and Travel Documents at the Directorate General of Immigration. He discussed the development of visa services in Indonesia, where manual systems have now transitioned to electronic visas, including the Electronic Visa on Arrival (E-VOA). As of September 22, 2025, a total of 5.4 million visas had been issued, an increase from 4.9 million in 2024.
Other stakeholders, such as the Quarantine Office, Tourism Office, and representatives from international airlines, also shared input. Issues discussed included technical challenges in filling out the application, anticipation of passenger congestion, and proposals to integrate tourist levies into the All Indonesia system.
Through this event, Ngurah Rai Immigration reaffirmed its commitment to enhancing public services that are more modern, efficient, and integrated, while ensuring smooth international passenger flows in Bali. Winarko added that the success of this integration depends heavily on the readiness of all parties, including human resources, infrastructure, and inter-agency coordination. (*)
