One such example is a French resident, Philippe Claude Millieret. Because of his deep love for Bali, Philippe seized the opportunity to lease 1.1 hectares of land in Badung Regency. His plan was to keep a small portion for himself, where he could build a small house, in keeping with what he lovingly calls "my final home"—a simple home where he intends to spend the rest of his life surrounded by Bali's natural beauty.

Over time, Philippe met Julian Petroulas, whom he met through a brief encounter with an agent in Bali. Philippe met Julian Petroulas only once, for 15 minutes, on August 1, 2023, after being introduced by a local Balinese agent. Shortly after this introduction, Philippe sent him all the land details via email, Dropbox, and WhatsApp. Julian submitted an offer on August 5, which Philippe accepted. Julian requested payments be made in installments over a 16-month period.
When Philippe expressed his concerns, Julian promised to be on time with every payment and stated that Philippe shouldn't worry, as any late payments would automatically cancel the lease. The agreement was designed with automatic cancellation in the event of default. Philippe explained: "The payment plan was a premeditated strategy, as Julian knew I would be leaving Bali due to health issues and thought he could intimidate me into renegotiating a lower price later. And that's exactly what he did. Except for the first payment at signing,
he failed to pay every subsequent payment. Each time, suddenly on payment day, he made up an excuse about an issue that had been explicitly discussed and clearly outlined in our agreement, the terms of which he had read and signed.
On his first default in March 2024, he finally paid, but after the deadline, his notary warned him that his excuse was unreasonable. I chose not to pursue the first default but warned him not to repeat this behavior.
" Philippe added: "On the next payment in September 2024, Julian insulted the Subak community when they asked for a small donation, then threatened to sue me if I didn't lower the price 200 times the Subak's asking amount, even though our agreement expressly stated that all future Subak donations were his responsibility.
After he insulted the landowner and the Subak, a sacred institution in Bali, I refused to overlook his negligence. Even when Julian tried to pay after realizing his threats weren't working, I stood my ground. The lease transfer was supposed to take place on March 8, 2025, after the final payment.
However, given his repeated negligence, I want to emphasize that Julian Petroulas never owned the land, as he arrogantly claimed in his controversial video, 'How I Make Millions of Dollars in Bali,' but he also never had a lease on it.
" Philippe felt compelled to issue this warning: "I need to protect others from experiencing what I experienced. Do not do business with Julian Petroulas, especially if he asks for installment payments; it's a trap. Our agreement was very clear and detailed, but he broke his promise for reasons clearly stated in the contract.
He does not respect signed agreements or the law. He will break promises for fabricated reasons, ignore every agreed-upon provision, then lie and manipulate the truth through the media and in court, as he did in his lawsuit against me, all to force you to accept a lower price.
This is his business model: sign an agreement, refuse to honor it, then use intimidation and public defamation to achieve his goals. These are not the actions of a typical bully, but someone using premeditated, predatory tactics.
